Renters are on the brink and the province needs to help them. Fair Rent Ontario is a cross-sectoral coalition that demands a change to the rules around rent control in Ontario.
Ontario’s rental affordability crisis stems from two key policies: The 2018 Rent Control Exemption, allowing unlimited rent increases for newer units, and Vacancy Decontrol, which lets landlords drastically hike rents once a tenant moves out. In addition, Above Guideline Increases allow landlords to charge higher rent than is permitted. These policies fuel cycles of economic evictions, renovictions and displacements, leaving renters with unstable homes and insecure futures.
We believe a return to strong, full rent controls will stabilize housing and create secure futures for renters.
We call on the province to eliminate:
- Rent Control Exemption for units first occupied post-November 15, 2018;
- Vacancy Decontrol; and
- Above Guideline Increases

October 29th 2025 – Ontario’s rent control system arbitrarily protects some tenants with rent control while leaving others completely exposed to skyrocketing rents and economic evictions. In Toronto, renters living in homes first occupied after November 2018 — and therefore unprotected from rent control — are paying around 50% more than tenants in rent-controlled units.
The 2018 Rent Control Exemption protects some tenants and gouges the rest:
- Protected Tenants are in units first occupied before November 15, 2018, and receive a government-set annual guideline increase that is capped at 2.5%, which helps provide tenants some security in Ontario’s housing crisis; whereas
- Unprotected Tenants are in units first occupied on and after November 15, 2018 and have no annual rent increase cap, which means their rent is set by the landlord at any price every year — in effect, each year they are at risk of economic eviction .
